With the Governor — about Tula science

On March 16, within the framework of the events of the Decade of Science and Technology, announced by the Decree of the President of the Russian Federation Vladimir Vladimirovich Putin, the Governor of the Tula Region Alexei Gennadyevich Dyumin visited the BioChemTech Research Center of Tula State University.

Alexey Gennadievich visited the Center for Environmental Monitoring of Tula State University and the laboratory of biologically active compounds and biocomposites, got acquainted with the exposition of projects of enterprises, universities and laboratories that are members of the world-class Scientific and Educational Center "TulaTECH". The exhibition, among other things, presented the developments of the Engineering Center "Science-intensive technologies in mechanical engineering", the laboratory "Chemistry of composite and carbon materials" and the laboratory of cognitive technologies and simulation systems of Tula State University. The Governor talked with scientists of the Tula State University, the Tula State Pedagogical University named after L.N. Tolstoy and Novomoskovsky branch of the Russian Chemical-Technological University named after DI. Mendeleev. Alexey Gennadievich emphasized that measures to support young scientists are being effectively implemented in the region, a research infrastructure is being laid, and interaction with leading enterprises and research centers is being successfully carried out. Over the past year, 21 youth research laboratories were created, thanks to which about 200 jobs have appeared.

The Tula region is among the top five in terms of the number of young scientists. And this, of course, pleases, since it is the youth who will have to formulate the real priorities for the development of scientific thought. This year, Alexei Gennadievich said, it is planned to increase the number of post-graduate students from 20 to 50 who will receive scholarships from the Government of the Tula Region, and the size of the scholarship itself will increase from 10 to 20 thousand rubles. Grigory Viktorovich Lavrukhin, Deputy Chairman of the Government of the Tula Region, noted in his speech that bright and successful representatives of the scientific sphere of the region gathered at the BioChemTech Research Center that day. They have the opportunity to share their experience and, of course, express their ideas and wishes. Chairman of the Council of Young Scientists and Specialists of the Tula Region, Head of the Department of Mechanical Engineering and Materials Science at the Polytechnic Institute of Tula State University Alexander Vitalyevich Antsev voiced a proposal on additional measures to support student design bureaus and student youth research laboratories and on joint activities with enterprises of the Tula Region to develop student design the Bureau. Special Design Bureau of the Institute of Precision Systems named after V.P. Gryazev, said the scientist of TSU, is engaged in the creation of new types of weapons using solid-state modeling methods, and the youth research laboratory "Modeling of dynamic processes" is engaged in the design and construction of small-sized aircraft in the framework of the rocket-modeling direction.

Youth teams are actively cooperating with JSC "Design Bureau of Instrument Engineering named after Academician A. G. Shipunov, TsKIB SOO branch of JSC KBP, Tulamashzavod Production Association and Gipromash LLC. Maxim Georgievich Pogorelov, Head of the Laboratory of Inertial Sensors of Primary Information, Orientation and Navigation Systems of the TSU, devoted his speech to the activities of the structural unit headed by him. He said that the main task of the laboratory is to develop modern systems for orientation, stabilization and navigation of highly maneuverable mobile objects, including unmanned aerial vehicles. By order of JSC Michurinsky Plant Progress, a prototype wave solid-state gyroscope has already been created, which makes it possible to measure the angular velocities and angles of rotation of a moving object. Such gyroscopes are used to control the movement and orientation of objects, including missiles of the near tactical zone and unmanned aerial vehicles. The laboratory staff plans to develop wave solid-state gyroscopes with a control unit based on the Russian element base. Maxim Georgievich spoke in favor of organizing the production of gyroscopes and resonators in the Tula region. Postgraduate student of the department "Control Devices" of the Institute of Precision Systems named after V.P. Gryazev TSU Maxim Kirsanov proposed to hold in the Tula region the All-Russian competition among students of universities and colleges in piloting unmanned aerial vehicles. Within the framework of the competition, there will be a School of Piloting and an exhibition of advanced models of UAVs and control equipment.

Vladislav Petrovich Krasilnikov, Associate Professor of the Department of Electro- and Nanotechnologies of the Polytechnic Institute, said that thanks to the victory of the Tula State University in the mega-grant competition initiated by the Government of the region, the university together with the Kabardino-Balkarian State University naned after HM. Berbekov, a laboratory for the technology of polymeric materials and composites was created. The young researcher emphasized the importance of supporting the laboratory from the Government of the Tula Region and the Shchekinoazot enterprise for the development of superstructural composite materials, the development of the educational process and, as a result, for the formation of a new high-tech industry and the organization of new jobs.

Elizaveta Lantsova, a first-year postgraduate student of the Biotechnology Department of the Institute of Natural Sciences, junior researcher at the Laboratory of Biologically Active Compounds and Biocomposites, is developing effective antiseptic coatings based on organosilicon materials obtained by sol-gel synthesis and forming hybrid antiseptic materials based on an effective antiseptic. The girl thanked the Governor and the Government of the region for the creation of laboratories and for the opportunity to work in them with the most modern equipment. In turn, Aleksey Gennadyevich Dyumin said that the proposals of young researchers would be considered, and promised to increase grant programs. He wished success and professional development to all participants of the meeting.
