Of Tula Interuniversity Defence Campus
The regional internship "Executive Master in Public Management – for leaders" started on 26 March.
This project is implemented on the base of the Higher School of Public Administration of the Russian Presidential Academy of National Economy and Public Administration to train promising personnel and reveal managerial potential within the framework of public service.
The topic of the internship was personnel support of industry by creating an interuniversity defense campus in Tula.
On the 26-th of March, the project participants, including public servants, top managers of companies, winners and finalists of the "Leaders of Russia" contest, visited Tula State University. They met and talked with the management and representatives of the scientific community of our university.
Rector of Tula State University Oleg Kravchenko told the guests about the Tula Interuniversity Defence Campus.
He emphasized that the university staff started working on this project two years ago. Marketing researches and polls of TulSU researchers and students were conducted.
The respondents noted the advantages of TulSU, which, in particular, include high quality of education, strong theoretical training, conditions for self-realisation, the opportunity to get additional education, kindergarten as a social project to attract young people, a good amount of scholarship. At the same time, the interviewees expressed the need for campus transformation and pointed out its main objects.
Tula region, continued Oleg Alexandrovich, is a strongly industrial region. 30 % comes from mechanical engineering, 14.1 % from chemistry, 14.8 % from metallurgy and 13.3 % from the automotive industry. There is a bias towards engineering education, and this is due to the specifics of our region.
Still, the staffing needs of the Tula region's economy are not only in the defense industry, but also in healthcare.
Thirty years ago the region did not have its own higher medical school. And this is despite the fact that for a long time the region had a high mortality rate with a low birth rate. Medical graduates for Tula and the Tula region were trained by universities in other cities. The need for regional higher medical education was overdue. In 1994, with the support of the Tula Region Administration it was decided to open a medical faculty at Tula State University. Subsequently, it grew into the Medical Institute, which trains personnel not only for our region, but also for other subjects of the Russian Federation and foreign countries.
Oleg Aleksandrovich introduced the participants to the strategic projects "Perspective Armament", "Biochemitech" and "Composites" implemented by the university within the “Priority-2030” programme.
Taking into account the interference of these projects and the priority scientific directions of TulSU, there will be created the DIC Centre and the Medical and Biological Centre will be created on the territory of the campus.
The main purpose of the former is to form a modern innovative environment for solving frontier engineer problems and training personnel for the defense industry, and the latter - to strengthen fundamental training of students in medical and biological areas based on the development of scientific research work in molecular biology, genetics, biochemistry, clinical medicine.
The Rector of TulSU dwelt in detail on the hotels planned for construction to provide comfortable living conditions for students, postgraduates, personnel for the defense industry and to attract scientists and engineers to the university, as well as on the improvement of the campus.
The participants of the meeting discussed issues related to the stages of the project implementation, expected social and economic effects, interaction between the university and industrial partners.
